Bureau of International Cooperation (BIC) was established in December1978 with the earlier name, Foreign Affairs Bureau (FAB). BIC is an administrative arm of the Chinese Academy of Social Sciences (CASS), in charge of academic exchanges with foreign countries and regions and of foreign related work with eight functional divisions including Office of Hongkong, Taiwan, Marco, Asian and Africa Division, European Division, America and Ocean Division International Division, European division, Research Office, General Office, Academic Exchange Logistic.
Its main responsibilities are: to establish Academy¡¯s policies towards international cooperation and exchanges; to plan for overall foreign academic exchange activities and deliberation and approval of projects; to organize, coordinate and arrange foreign academic exchange work and other foreign related activities; to manage files and materials related with foreign affairs and to provide in good time background materials for reference tothe State Council; to assist scholars for going abroad for visit and further studies and training; to assess achievements after foreign visit and further studies and training; to evaluate achievements of scholars returning home from abroad and to disseminate their achievement; with other countries in accordance with China¡¯s foreign policies and the needs of social science development. The scope of responsibilities of Foreign Affairs Bureau is as follows.
1. Following China¡¯s foreign policies and the principles for scientific research of the Academy, BIC puts forward principles and tasks of foreign academic exchanges of the Academy, and execute them with the approval of the Presidium of the Academy.
2. In light of the State planning for social science research, of the Academy¡¯s Planning for scientific research and of the needs of disciplinary construction and personnel training, BIC examines and verifies, together with Bureau for Management of Scientific Research and Personnel Bureau annuls plans for academic exchanges with other countries and regions and concrete projects proposed by various institutions under the Academy and puts them into effect with the approval of Presidium of the Academy.
3. BIC organizes and implements projects related with the Academy in the agreements on cultural cooperation and scientific and technological cooperation concluded between the Chinese government and foreign governments.
4. BIC negotiates and sets up agreements (including memorandums) with academic institutions of foreign countries and international organizations and concrete exchange projects.
5. BIC examines and verifies negotiation and conclusion of certain exchange agreement between institutions under the Academy and their counterpart institutions in foreign countries.
6. BIC coordinates academic exchanges between the Academy and the regions of Hong Kong, Macao and Taiwan.
7. BIC establishes liaison between the Academy and foreign embassies in Beijing, foreign journalists in Beijing and other foreign organizations in Beijing.
8. BIC is responsible for liaison between the Academy and Chinese embassies in foreign countries and other Chinese agencies abroad.
9. BIC facilitates liaison and cooperation in foreign affairs between the Academy and academies of social sciences in various localities in China.
10.BIC is in charge of all formalities for going abroad for scholars sent by the Academy.
11.BIC provides relevant regulations and knowledge training to scholars going abroad in coordination with other relevant institutions of the Academy.
12.BIC helps obtain passports and visas for scholars sent to study abroad by the State Education Commission.
13.BIC organizes and invites foreign scholars to visit the Academy.
14.BIC is in charge of examining, verifying, approving and signing and issuing foreign related documents as authorized by the Academy.
15.BIC makes recommendations to the Presidium of the Presidium of the Academy for reference on documents dispatched from other relevant departments.
16.BIC (Foreign Affairs Bureau) files documents according to relevant regulations.
17.BIC conducts investigation on and study of academic institutions, disciplinary research and scholars both abroad and at home, transmit exchange information and compiling information on academic exchanges with overseas countries and regions and other survey and study materials.
18.BIC prepares annual budget for expenditure on foreign affairs and for examination and approval of expenditure on foreign affairs in accordance with relevant regulations of China and of the Academy.
19.BIC handles affairs in deployment, appointment and dismissal, reward and punishment of the staff of the Bureau and for the increase of their salaries and promotion of their professional posts in accordance with the establishment of the Bureau and the limits of authority.
20.BIC examines and verifies staff of the Bureau, formulation of plans to educate and putting them into effect.
21. BIC takes care of the livelihood of its staff and providing them with necessary help and support.
22. BIC formulates rules and regulations of the Bureau and putting them into effect.
23.BIC handles other work entrusted and authorized by the Presidium of the Academy. |
